Per-person rates only work at annual scale, where the counts are large. That is why this page never charts a week or a month as a percentage — at that size, one busy weekend can masquerade as a trend.

How to read these numbers
These are reports, not verdicts. Every count is an offence reported to police, from the Ottawa Police Service Community Safety Data Portal (preliminary crime map data), filtered to Ward 3 (Barrhaven West) and Ward 24 (Barrhaven East). Preliminary numbers can rise as late reports land; historical years use the settled year-end dataset.
Population is measured one way, every year. The line is the City of Ottawa's "South Nepean" sub-area year-end estimate series — a single methodology across all points, which tracks the two Barrhaven wards within 0.7%. We never splice census counts or ward-boundary figures into it; mixing methodologies manufactures fake jumps. 2018–2019 predate the series, so those years show counts only.
The total is "all reported offences," not "total crime." It sums the categories in the police dataset; it is not a claim about everything that happens. And a rising line in a category with small counts (a handful of reports a year) means far less than the same slope in a large one.
