Ottawa paramedic report says Level Zero time fell sharply in 2025

The Ottawa Paramedic Service's 2025 annual report says time spent at Level Zero — when no paramedic crews are available — fell to less than 1,000 minutes in 2025, down from about 11,000 minutes in 2024 and 73,000 minutes four years earlier. The City says the service met or exceeded response-time targets for most call types, and that new positions, dispatch tools and community-paramedic programs are part of the improvement.
