The City of Ottawa has opened public consultation on a planned Barrhaven Civic Centre and Ottawa Public Library branch at 180 Riocan Avenue in the Barrhaven Town Centre, and it is holding a project kickoff drop-in on Monday, August 10. The drop-in runs from 6 to 8 p.m. in the Central and South Lobby of the Minto Recreation Complex in Barrhaven, 3500 Cambrian Road, where residents can view preliminary concept renderings and speak with project staff.

The City says the multi-use hub is planned to include a district level Ottawa Public Library branch, a cultural centre, a dedicated space for seniors, and an urban park and plaza, with approximately 5,000 square metres of indoor space. The City describes the drawings at this stage as preliminary concepts.

An online survey on the project is open from Monday, August 4 to Monday, August 31, 2026. The City says a more detailed survey will follow as the design develops, and that a formal public information session is planned for the first quarter of 2027.
